Major Duties and Responsibilities .
Present acquisition planning to consider procurement approaches to satisfy the needs of the organization .
Administer negotiations to reach agreement with propose with a proposed contractors on specified terms conditions .
Review acquisition plans prior to submission to contracting officer for accuracy .
Provide contracting guidance to contracting personnel to improve acquisition practices .
Provide contracting guidance to contracting personnel to improve acquisition practices .
Discuss contractual issues with personnel to identify and or clarify potential problems .
Conduct acquisition planning discussion requirements with personnel to determine acquisition strategy .
Discuss defective goods or services with personnel ( e.g. staff , users , vendors , etc. ) to determine corrective action .
Determine appropriate type of contracts to document rationale in acquisition planning documents .
Review acquisition plans prior to submission to contracting officer for accuracy .
Implement a plan to procure required supplies services that provide a critical support to the Research & Development in support of areas of interest of Department of Defense .
Interpret procurement regulations to assist in the preparation of solicitation documents .
Assess cost and or price analysis by reviewing audits technical reports to determine pre-negotiation position .
Perform cost realism analysis utilizing contractor proposals to establish most probable cost of contracts .
Administer negotiations ( e.g. cost price and contract terms conditions , etc. ) to reach agreement with propose with a proposed contractors on specified terms conditions ( e.g. pricing , performance , technical , etc ) .
Construct Price Negotiation Memoranda to document the principal elements of the negotiated action .

Oversee the administration of Cost Type contracts ( e.g. CPFF , CPIF ) .
